Subsidy Layering Review Guidelines 
The Ohio Housing Finance Agency (OHFA) received approval in September 2010 to perform Subsidy Layering Reviews (SLR) on projects that propose to use Section 8 Project Based Voucher (PBV) Housing Assistance Payments with housing credits. The purpose of a SLR is to certify that projects using multiple sources of federal/state funding do not receive subsidies in excess of the total amount necessary to produce and/or maintain affordability.
